Data to Inform and Point the Way: Resources, Services, and Legislation

In the last decade, systematically collecting linguistic information in the different provinces and territories, in order to generate data for use in planning and decision making, has emerged as a critical strategic priority within the French-language health movement. This panel is an opportunity to draw lessons from how things were when the national strategy on linguistic data was originally developed, what progress has been made since then, and what remains to be done. Participants will learn about the basic elements of the strategy, human resources data in the healthcare field, and landmark projects: Ozi and Carte santé. The session will also be a chance to reflect as a group on how effective official languages legislation has been in the health field.

Jacinthe Desaulniers
CEO, Réseau des services de santé en français de l’Est de l’Ontario (RSSFE)

Jacinthe Desaulniers holds a bachelor’s degree in administration and a master’s in health administration. With over 25 years’ experience in the health field, she has held several leadership positions within university hospital centres in the Ottawa region and worked as a regional director for the Ontario Telemedicine Network. She has also taught at the Telfer School of Management at the University of Ottawa and sat on several boards in the fields of health and community services.

Since 2009, Jacinthe Desaulniers has served as CEO of the Réseau des services de santé en français de l’Est de l’Ontario. It was under her leadership that the organization developed the OZi portal, an integrated web solution that helps health service providers develop their active offer of services in French, collects data on the system’s French-language service capacity, and produces analytical data to inform planning, decision making and performance monitoring.

Ms. Desaulniers also serves as CEO of 10551040 Canada Institut, a national not-for-profit organization dedicated to matching supply of and demand for public-market services for minority language populations. Additionally, she is the executive director of Ontario’s provincial French-language healthcare planning group, the aim of which is to advise officials in the provincial healthcare system on all matters affecting the health of Francophones.

Elise

Elise Arsenault
Director, Réseau Santé en français Î.-P.-É. (RSFÎPÉ) and French Services Analyst, Health PEI

Since April 2009, Élise Arsenault has been a French-language services analyst with Health PEI. As part of this role, she also serves as director of the Réseau Santé en français Î.-P.-É. She was previously a child protection social worker with the Department of Health and Social Services of Prince Edward Island. She also worked as a coordinator for the Centre de santé communautaire Évangéline for the Santé Prince-Est regional authority. Ms. Arsenault has always been involved in PEI’s Francophone associations, including employment with the Société Saint-Thomas-d’Aquin and the Collège de l’Île as well as volunteering with various organizations. A founding member of Société Santé en français (SSF), Élise sat on SSF’s first board as health facilities representative. She holds a bachelor’s degree in social work from the University of Moncton.

Ivy Bourgeault

Ivy Lynn Bourgeault, Ph.D., is a Professor in the School of Sociological and Anthropological Studies at the University of Ottawa and the University Research Chair in Gender, Diversity and the Professions. She leads the Canadian Health Workforce Network and the Empowering Women Leaders in Health initiative. Dr. Bourgeault has garnered an international reputation for her research on the health workforce, particularly from a gender lens.

Éric Forgues PhD
Ph.D., Executive Director, Canadian Institute for Research on Linguistic Minorities (CIRLM)

Éric Forgues has been the executive director of the Canadian Institute for Research on Linguistic Minorities since 2012, where he also served as assistant director and researcher from 2003 to 2012. His work deals in particular with the development of minority communities, governance, taking language into account when organizing public services, linguistic engagement, and, more recently, cultural events, memory and identity in minority situations. A sociologist by training, Mr. Forgues earned his doctorate degree from the Université de Montréal in 1998. His dissertation was on the role of government in the economic development of Francophones in Quebec. He joined the Université de Moncton in 1998, where he participated in studies on community development and socioeconomics, as well as on regional and sustainable development in Acadia. He has taught sociology, environmental studies, and public administration at the Université de Moncton, where he has also worked at the Bureau de soutien à l’innovation.
Normand Glaude

Normand Glaude,
Chief operating officer, Réseau des services de santé en français de l’Est de l’Ontario (RSSFE)

A graduate of the University of Ottawa, Mr. Glaude holds a bachelor’s degree in engineering and a master’s in management. With his background in the high-tech field, he brings 25 years of experience in product development, data processing, and business management. His role as chief operating officer for OZi has given him the opportunity to marry his experience with his passion for the French culture and language for the last three years, thereby accelerating the development of tools that use technology to empower minority language communities.
